The study found that such development is obstructed by the relative absence of zoning plans, particularly in regard to tourism enterprises, and ineffectual implementation of a well-planned development strategy. Presently, large developments by multinational joint-ventures face long delays and bureaucratic difficulties. Although it is generally accepted that the tourism season must be extended, these large development projects face negative reactions and impediments although, as the study notes, it is these types of projects that would add significantly to the tourism infrastructure and services of the country. For the most part, Greece’s existing policy supports small to mid-sized businesses. The large development projects are often obstructed with claims that they will harm the environment. The study also mentions problems that have resulted from unplanned construction for tourism developments undertaken without zoning protection. This has resulted in the destruction of the natural environment, archaeological sites, historic properties, and protected areas. Some of the protected sites were listed in the Natura 2000 network.
