Ursula von der Leyen (Germany) will continue as President, with Kaja Kallas (Estonia) appointed as High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the Commission. As outlined in Article 17(7) of the Treaty on European Union (TEU), the President, the High Representative, and other members of the Commission are subject to a vote of consent by the European Parliament. Following this consent, the European Council appoints the Commission by qualified majority.
