The Greek Tourism Ministry’s new bill was submitted to Parliament on Wednesday for review and approval. The proposed legislation aims to regulate short-term rentals and introduce a new environmental classification system for hotels, among other provisions. The draft law follows the ministry’s previous legislative initiatives (Law 5061/2023 and Law 5121/2024) and is a continuation of the government’s strategy to enhance the sustainability and quality of Greek tourism. Key provisions of the bill Short-term rental regulation For the first time, a comprehensive framework will be established for short-term rentals, ensuring hygiene and safety standards. The bill also allows the Tourism Ministry, in collaboration with the Independent Authority of Public Revenue, to oversee these properties to ensure compliance. Environmental classification of hotels A pioneering hotel classification system will be introduced, based on sustainability principles. This system, developed in collaboration with the Hellenic Chamber of Hotels and the Technical Chamber of Greece, will take into account both the environmental and social impact of hotel accommodations. The goal is to promote sustainable business practices within the tourism sector. Addressing housing needs in tourism destinations The bill enables hotels to make their staff housing facilities available for rent to public sector employees, including doctors, nurses, teachers, and seasonal workers. This provision aims to address housing needs in tourist areas, particularly for essential public service employees. Ski resorts The legislation proposes the development of year-round recreational services and activities at ski resorts, helping to diversify tourism offerings in mountainous regions of Greece. Swimming pools and water management New regulations will allow tourist accommodations to pump seawater for use in swimming pools. This measure, aimed at conserving water resources, is especially important in areas with water shortages, ensuring a sustainable water supply during peak tourist seasons. Improved accessibility at tourist ports The bill also seeks to simplify the implementation of accessibility projects at tourist ports. This initiative is part of Greece’s national strategy for ensuring equal access to public spaces for people with disabilities. Simplified procedures for car rental businesses The procedures for establishing and operating car rental businesses, including those for motorcycles and other vehicles over 50cc, will be simplified. This regulatory change aims to foster business growth by reducing bureaucratic delays.
