The guidelines are part of the ETC’s comprehensive study, “Crises in Tourism: Impacts and Lessons from European Destinations”, which examines the effects of various crises on tourism in Europe and outlines effective crisis management strategies. According to the ETC, the evolving nature of global travel dynamics and the increasing interconnectedness of economies make the tourism industry more susceptible to crises, ranging from pandemics to geopolitical conflicts and extreme weather events. “Recent challenges such as COVID-19 and the war in Ukraine have shown that European destinations must be prepared for complex, long-term threats,” it is highlighted in the study. Conducted by Toposophy Ltd. and in collaboration with national tourism organizations across Europe, the report identifies key vulnerabilities within European tourism and provides a roadmap for effective crisis management. By showcasing lessons learned and best practices, the study aims to bolster the resilience of European destinations in an increasingly unpredictable world. Crisis Management Checklist for NTOs According to the report, a crisis is defined as a situation that significantly impacts tourism and requires intervention from national tourism organizations (NTOs) to effectively prepare, respond, and recover. NTOs now bear a greater responsibility than ever before, as they must be equipped to manage crises and specifically work to “minimize both short- and long-term negative impacts on visitors, local communities, the natural environment, and businesses.” The ETC’s study includes a detailed Crisis Management Checklist designed to assist NTOs in planning their response at every stage of a major crisis. Recognizing that crises are rarely linear, the Checklist is structured as a continuous loop, ensuring that resilience measures support future preparedness. As European destinations increasingly face frequent and severe crises, NTOs play crucial roles in coordinating with regional authorities, travel businesses, transportation hubs, and other stakeholders while providing clear and concise information to visitors. Their key roles are outlined as follows: – Trustworthy Communicator: Providing clear and reliable updates to the tourism sector and visitors, serving as a trusted information source during crises. – High-Level Coordinator: Uniting government, industry, and visitors for a coordinated response. – Sector Mediator: Monitoring the impacts of crises on the tourism sector and offering guidance and reassurance to businesses and stakeholders. – Safety and Reputation Monitor: Overseeing visitor safety and protecting the country’s international image. – Disinformation Counter: Combatting misinformation by ensuring accurate, consistent messaging and collaborating with experts to maintain a clear narrative. – Aggregator of Data and Insights: Collecting and analyzing data to support informed decision-making during crises. The study also emphasizes the importance of long-term risk planning for national tourism bodies. This involves analyzing data from various destinations across the country and monitoring crisis response and recovery efforts to enhance future tourism resilience to climate risks and shifts in demand.
